I think the mainline gcc_release script should be merged to the branch.

Relevant fixes: the mainline script properly generates .bz2 diffs and
generates diffs for Ada.  (However, the mainline script has a stray
reference to Chill that should go away.)

gcc.pot (mainline and branch) should be regenerated before the prerelease,
and the prerelease tarball submitted to the translation project.  This
will save translators from translating Chill messages, if they haven't
already translated them.
