Some folks at corporate sites (including me) were successful in persuading
our IT staff folks to allow restricted use of CVS (port 2401), that is,
connections allowed only to a group of trusted sites, such as gcc.gnu.org.
If your company uses GCC, you can make a good business case for this
(be able to determine whether your bugs have been fixed correctly).
Folks who are stuck behind firewalls can at least request this; you might
get a "yes".
