top level autoconfiscation -- I offer a choice...

After much study, I have concluded:
* I can do the autoconfiscation without autogen. But I'm not happy with
it; it will be uglier and more tedious. If I do this, I will *not* be
able to retain support for the 'extra' target subdirs not hosted at gcc
or src.
* If I use autogen, it will simplify things sufficiently that I can
retain the existing level of support for the 'extra' target subdirs.
Obviously I'd like to use autogen, but if there's a strong preference
the other way, I'll go the other way.
