Well that's a decision that each company had to make in context for each
application program, but in many cases the use of windowing meant zero change
to existing data bases, and changing legacy data base formats can be a very
expensive proposition. Note that also for some kinds of activities, you know
that dates won't go back more than a certain number of years. For example,
for limited term insurance policies now in force.
