RMS has to decide (since the FSF is the copyright holder, only the FSF can
change the license), and probably the best way to proceed would be for the
SC to come to a consensus and request the change, plus justify it. But
please, no one utter a sentence like Zack's in RMS's presence ("there is
no reason I see to restrict the use of the demanglers in proprietary
software"), as I'm afraid that it will rather badly backfire. We'd
have to come up with reasons why it helps free software.
