Gerald fixed the problem that the gnats login page wasn't saying,
"Enter guest/guest to log in", but I figured it wouldn't be too
hard to change gnatsweb's annoying behavior to assume a default of
guest/guest automatically.  And so it is.  cf

This is "gnatswebber.pl" instead of "gnatsweb.pl".  I've tested it
a reasonable amount, but I haven't read over gnatsweb.pl with care
so I wanted to give other people a chance to test it before I commit
the change. I'll attach the patch, it's really pretty straightforward.

This patch should also make gnatsweb usable for people who don't
accept cookies, at least for read-only access.  gnatsweb will still
try to push cookies at you when you make queries (to remember the
query you made), but it will work fine regardless of whether you
accept the cookie or not.
