I am a member of the GCC steering committee.

If you want to do it this way (publish a major extract from the web page),
the person who can give you official permission is Richard Stallman
(rms@gnu.org), although fair use will certainly allow you to make short
quotes in the interest of reporting news.  But is the text you propose to
quote really going to be that useful to your readers?  You could perhaps
post a request for the people who know the details to let you interview
them.  You'd then have more accurate and current information without
worrying about whether you've followed copyright rules.

In particular, more has happened since that announcement.  When it went
out, the code was checked into CVS, but since then, most of the kinks
have been worked out so that gnat is integrated well with the development
back end and can be shipped with gcc 3.1.
