So you're saying if we reverse -s and -f it will work?:
  $ touch /tmp/a
  $ /bin/ln -f -s /tmp/a /tmp/b
  $ /bin/ln -f -s /tmp/a /tmp/b
  ln: cannot create /tmp/b: File exists
  $ /usr/xpg4/bin/ln -f -s /tmp/a /tmp/b
  ln: cannot create /tmp/b: File exists
