fixincludes & other OS deps

I have a few questions that I hope you can help me with.
Is there any way to re-run fixincludes after, say, an OS patch or upgrade
without bootstrapping a new compiler?
What parts of the compiler, other than the above, are really OS version
dependant?
Does anyone have any advice on the best way to create a multi OS version
and/or multi platform /usr/local installation that is shared over NFS? I
know this part is off topic, so private replies or web links would be
appreciated.
I just want to express my thanks for the great job that all the GCC
developers and voluteers are doing. Keep up the good work.
