INSTALL. This is also what we have in CVS with a README explaining the
situation and users will spot it more easily.
The empty INSTALL directory (with said README) in GCC 2.95.x definitely
is a packaging bug (at the very least that directory should have been
removed). Having both INSTALL and install ought to have confused users,
interestingly though, I cannot remember any complaint. Weird.
