gcc-3 test

I propose that blitz++ be considered as one of the acceptance tests
for gcc3. It is a good example of template usage.
BTW, gcc3 as of today's CVS fails the test - it segfaults. I already
reported this some time back, so I'll assume there's no reason to
report it again.
Which brings us to another question. What process determines what are
"critical" bugs? (Failure to compile blitz++ is a critical bug to me
:)
