Phil's Pet GCC Peeve #27: When configuring a target library, sub-configures
can exit with a non-zero value but the entire build process keeps going.

Me neither. I don't recall what was fixed between 3.79 and 3.79.1, but
I don't think we're triggering it.
If we're going to be stuck with GNU make -- ugh -- there is a new
.NOTPARALLEL false target, to force serial processing of certain targets.
It's only in very recent versions though. Hopefully we don't have to
use this.
