This is mostly right. FYI v3 was ported to cygwin a while back, but
was not tested regularly. Most of the stuff you've found appears to be
bit-rot.
Can you post a patch of your
config.target
mkcheck.in
plus your configure patch, only modify configure.in
to gcc-patches and cc the libstdc++@sources.redhat.com list please?
