I checked with gnu@gnu.org and in fact my feeling was right. Here is
what has been suggested to me:
GNU Foobar 1.2 has been issued/released by the GNU project.
The Free Software Foundation is just a non-profit organization set up
to support the GNU project and other activities in the Free Software
Movement. However, the GNU project is the correct name of the software
project
I just updated your change to bugs.html accordingly.
