Zack Weinberg said it was broken in July based on a different reading
(http://gcc.gnu.org/ml/gcc-patches/2000-07/msg00471.html). If you read it
the way I now do, and the search rules for both <> and "" includes are
documented (including the default search directories - why doesn't gcc
-print-search-dirs print them?), then it can probably be marked Done.
