Which kernel? Note that gcc supports quite a lot of Unix systems, so
"kernel 2.2.16" doesn't make sense on this list. I suppose you mean
linux-2.2.16.

It depends on the configuration. Some people report problems when
compiling linux-2.2.X with gcc-2.95.2, while others have no problem at
all. YMMV.
If gcc-2.95.2 breaks your linux-2.2.X kernel, don't complain to the
linux-kernel mailing list. However, if it breaks linux-2.4.0-testX, please
report your problems.

The recommended compiler for production systems is still gcc-2.7.2.3.
