Nope, issue solved. As I wrote, I'll have a look at what binutils do and
then dupplicate that, i.e. arrange for the base i18n stuff to only be
activated in maintainer mode. That would let the maintainer check in a new
gcc.pot and translations and the only thing left for the makefile would be
to create the binary catalogs and install them.
The only issue left is what to do when gcc.pot is missing, but that's
trivial. Expect a patch from me in a few days.
