Updated release criteria



I checked in the following patch to the criteria page.

I've used the term `Evaluation Platform', rather than `Supported
Platform', following a privately received recommendation.  I think
that's good; it's intended to imply that these are the platforms where
we're evaluating GCC 3.0 without implying these are the only platforms
where GCC 3.0 will work.

I've added language suggesting more clearly what I think the
second-tier platform concept should mean, and how I hope that aspect
of the release will work.

I also added some second-tier platforms that people have suggested.

I know that many people have already volunteered for various things.
I've intentionally ignored those mails to date -- I wanted to
concentrate on *what* we will do, and not *who* will do it.

However, it's getting to the point where we need to figure that out,
and then start scheduling.  I'll be creating a task list page in the
near future, and I'll ask for volunteers for a variety of tasks at
that point.
