The steering committe doesn't know tentative release dates, either, but is
working even at this very moment on just this problem.
The reason for this is that some reorganization is taking place. Basically
there shouldn't be a single release manager who must care for EVERYTHING
anymore, but instead the workload should be distributed over a few people.
The whole task of release-management, quality-management, development
coordination and whatnot is too much for a single person to handle,
especially for a person with a regular day job to earn money.
So the best timeline I can give you at the moment is that planning
releases and setting up a timeline will start as soon as an equivalent for
the old "release manager" position has been found and populated, which is
hopefully quite soon.
In the meantime, development will happily go on in the bazaar style we are
used to ;)
I hope that this answer helps a bit, and be assured that any advances will
be announced as soon as they arrive.
(For technical improvements, I think the news on the main gcc server,
http://gcc.gnu.org/, gives an overview of the most important changes)
