This list is not. The list for libstdc++ version 3 would be, though.

No. The compiler tells system headers from other headers, and applies
relaxed rules for system headers in some cases.

I don't think so. Grepping for warn_ecpp in the gcc/cp directory of
egcs will give you all the sources for warnings.
