Don't get this wrong, but I believe the problem may be on your side.
I, connecting from the heart of Europe via the Atlantic, have had not
problems whatsoever accessing the egcs server (http, ftp, cvs) during
that period.

http://egcs.cygnus.com/mirrors.html has a complete list, for the US
the mirrors are
