Quoting the FAQ
If you modified some sources, you may need to obtain
some development versions of some GNU tools, as the
production versions do not necessarily handle all
features needed to rebuild egcs. Have a look at
ftp://egcs.cygnus.com/pub/egcs/infrastructure/.
If you have suggestions on how to improve the FAQ, please submit
a patch (egcs-patches@cygnus.com) or exact text on how it could be
better worded.
Perhaps we should explictly mention 'contrib/egcs_update' as one way
around this for CVS users that aren't actively modifying these source
files....
