egcs-1.1.1 prerelease successful cygwin builds

I have completed testing a variety of cygwin-b20 combinations,
all working well:
NT4/SP3/cygwin-b20
FLAGS set to -Os and -O2 with -malign-double
-march=pentiumpro
standard b20 binutils and 2.9.1
Unfortunately, it seems that cygwin-b20 doesn't support building
any egcs version under W95, althougn the current experimental
snapshot builds as well (restricted to -O) under W95/cygwin-b19
as under NT.
