As the main author of the makefile in question I've done this and
deemed incorrect both of HJ's recent patches for it.

I think I'm sufficiently competent to fix properly-reported bugs
there, which is presumably just as well since no-one else offered to
work on it when I asked before the egcs 1.1 freeze. It will, however,
take more than 5 minutes in this case (clearly not a show-stopping
problem) when I get the chance, and burley will have to approve the
result.
However, others are still more than welcome to do such work, and we're
very grateful for Robert Lipe's sterling multilib contribution.
Specific expertise in GNU make is irrelevant in this case; in fact,
dependence on it in libf2c has been considered a bug.
