What, exactly, does "pre-compiled headers" really mean? That is
a rhetorical question: it's a marketing term, not a technical one.
For any useful definition, it would be a lot of work, and wouldn't
help standard conformance.
Proper support for the "export" keyword would make pre-compiled
headers pretty much unnecessary, and also help standard conformance,
so it's more likely to get attention.
