Folks that maintain ports, front-ends, specific files, etc can still
check in bugfix changes to the egcs-1.1 branch in files that they
maintain.
At some point in the future all change for egcs-1.1 will need to go
through the release coordinator (law@cygnus.com). I will send out a
message at the appropriate time.
