1.0.3 release

I've put the egcs-1.0.3 release on the ftp server. Can a few
folks pick it up and build it as a sanity check before I announce
its availability to a wider audience?
Assuming no problems I'll make the announcement either late Friday
or early Saturday (I'll depend on the state of the mirrors).
