OK, as long as it's not misleading in the end result.  (I was raising
this under apparent threat of a release.)

Yes, one would hope most would be unnecessary, but at present it
contains instructions involving patching gcc 2.7, etc., etc.

There are already changes listed (typically not too many per release)
but there's probably more which needs adding and also, likely things
to be removed from the `actual bugs' list (such as Alpha fixing,
perhaps).
