[PATCH][ARM][GCC][7x]: MVE vreinterpretq and vuninitializedq intrinsics.


Hello,

This patch supports following MVE ACLE intrinsics.

vreinterpretq_s16_s32, vreinterpretq_s16_s64, vreinterpretq_s16_s8, vreinterpretq_s16_u16,

Regression tested on arm-none-eabi and found no regressions.
