[PATCH] misc minor doc fixes

Deletes text claiming that major version changes are rare, and fixes
two misspellings of signaling.
Tested with make info and make dvi.

* doc/invoke.texi (-mnan=2008): Change signalling to signaling.
* doc/md.texi (fmin@var{m}3): Likewise.
