[PATCH] Fix vms targets



The header reduction didn't seem to handle the vms targets correctly. This reverts that part of Andrew's patch which allows the alpha, alpha64 and ia64 vms targets to build again.

Installed on the trunk. That covers all the fallout from standard builds of config-list.mk that I'm aware of.
