The attached change adds support for LABEL_REF plus CONST_INT in pa_output_global_address
and fixes ICE compiling gcc.dg/torture/pr66123.c.

Tested on hppa2.0w-hp-hpux11.11, hppa64-hp-hpux11.11 and hppa-unknown-linux-gnu.

Committed to active branches.
