[PATCH][AArch64] Implement vbsl_f64 arm_neon.h intrinsic


Hi all,

This patch implements the vbsl_f64 intrinsic and adds an execution test for it.
Not much else to say about it.

Tested aarch64-none-elf.

Ok for trunk?
