[GSoC] generation of Gimple loops with empty bodies

Symbol lookup error. The full error message:

I've attached the version, which uses isl_val instead of isl_int.

Possible motivation was added to comments of
graphite_create_new_loop_guard and get_upper_bound. I am ready to add
something or totally rewrite them.
