[wwwdocs] Reduce/"relativize" links in gcc-*/*


Remove a couple of links.  Make a couple of links relative.
Consistently use bug tracker to refer to our Bugzilla system.

As a side effect, this further reduces the number of http links 
to gcc.gnu.org.
