Seems one can't build gcc plugins on arm because of this,
because arm.h includes vxworks-dummy.h.
Here is a patch, bootstrapped/regtested on armv7hl-linux,
aarch64-linux etc. Ok for trunk/4.9?
Ok if no regressions.
