[SPARC] Tweak libgomp's cpu_relax

- Subject: [SPARC] Tweak libgomp's cpu_relax
As discussed with DaveM, this duplicates libitm's cpu_relax into libgomp.
Tested on SPARC64/Linux, applied on the mainline.
