[gccgo] Don't pass CXX_FOR_BUILD in HOST_EXPORTS

- Subject: [gccgo] Don't pass CXX_FOR_BUILD in HOST_EXPORTS
For some reason I added CXX_FOR_BUILD to HOST_EXPORTS. This is not
needed for Go and is a gratuitous difference from mainline. This patch
removes it. Committed to gccgo branch.
