Good idea.  That would completely remove all plugin-related predicates
from common code paths.

Just to be clear, you're thinking of this?

static inline bool plugin_enabled_p() { return flag_plugin<sp?>; }
#else
static inline bool plugin_enabled_p() { return false; }
#endif
