MAX_FIXED_MODE_SIZE is supposed to be the largest integer mode supported by 
the target and defaults to DImode.  So the interaction seems obvious, for 
example is __int128 guaranteed to be rejected if MAX_FIXED_MODE_SIZE isn't 
TImode?
