I intent to apply this patch atop of patch 1,

At the WG5/J3 (well, PL22.3) meeting it was decided to rename ALL STOP
into ERROR STOP, see http://j3-fortran.org/doc/meeting/191/10-144.txt.
Well, that's what this patch does.
Build on x86-64-linux. OK for the 4.6 trunk?
