In fact, experience tells me that most users do not bother to read
bugs.html. I understand this because that page is quite dense and
would need a serious markup overhaul. But that is orthogonal. Even if
bugs.html were pretty, it is one more level of indirection that is
required from users, many won't bother.

But the most important part is probably to add a testcase, so we
should emphasize that. So having one strong point "add a testcase" is
the minimum we can do.

I don't see the repetition you mention (your proposed text also
mentions to add a testcase).

PS: I would rather have bugs.html be the entry page for reporting
bugs, but I guess that would require a newer bugzilla version or more
modifications that I have time to do now.
