Most of the problems that are on this bug report are solved now
(parameters and scalar evolution problems).
The limit_scop function is still there, and I did attempted to remove
it a few weeks ago. I still have some patches for doing that, but
we still hit some other problems: cfg_cleanup not I will have to
solve these before closing this PR.
