Patch committed: Use bool for resource functions


A few of the functions in resource.c and reorg.c use an int parameter
whose value is always either 0 or 1.  This patch changes them to use a
bool parameter instead, changing the 0 or 1 to false or true as
appropriate.  This patch, which is largely mechanical, is an extension
of a patch that Joern made on the gcc-in-cxx branch.  Bootstrapped and
tested on x86_64-unknown-linux-gnu.  Committed.
