The above compiler supports this because we backported the necessary
changes (I think officially it's only in since GCC 4.4). You probably
forgot the -std=gnu99 argument.
$ cat x.c
typedef unsigned short char16_t;
const char16_t s16_1 = u"ab";
$ gcc -c -std=gnu99 x.c
