[PATCH] Fix ICE with undeclared memcmp called with long long last argument (PR middle-end/40291)


i?86 cmpstrn* expanders don't expect to be called with wrong mode
operands, which can happen when memcmp has implicit prototype.
I've checked strncmp and a couple of other builtins and they are
ok in this regard.

Fixed thusly, bootstrapped/regtested on x86_64-linux and i686-linux.
Ok for trunk/4.4?
