Re: [ping 3] New port: Toshiba Media Processor (mep-elf)

mep.c has '#include "c-common.h"' - we've been cleaning up such includes
lately, language-independent files should not include C-family headers.
The include is OK in mep-pragma.c, but not in mep.c.

Diagnostics should not start with a capital letter (in a capitalized word
that would normally start with a lowercase letter - abbreviations that are
always capitalized are of course OK) or end with ".", as per the GNU
Coding Standards; the newline at the end is added automatically so don't
include that either. This affects at least:

    error ("Only one of -ms and -mm may be given.");
    error ("Only one of -ms and -ml may be given.");
    error ("Only one of -mm and -ml may be given.");
    error ("Only one of -ms and -mtiny= may be given.");
    error ("Only one of -mm and -mtiny= may be given.");
        error ("-mc= must be -mc=tiny, -mc=near, or -mc=far.");
                  error ("Unusual TP-relative address\n");
            error ("%HVariable %D of type %<io%> must be uninitialized.\n",
            error ("%HVariable %D of type %<cb%> must be uninitialized.\n",
                    error ("2 byte cop instructions are"
                           " not allowed in 64-bit VLIW mode.");
          warning (0, "address region attributes not allowed with auto storage class.");
          warning (0, "address region attributes on pointed-to types ignored.");
          warning (0, "address region attributes not allowed with auto storage class.");
          warning (0, "address region attributes on pointed-to types ignored.");
          warning (0, "Variable %s (%ld bytes) is too large for the %s section (%d bytes)",
