Yes, just use "with_multilib_list=default" for the default case argument
of AC_ARG_WITH.  Given this, I think you can just drop the second case
above.  So you'd have

<no option>
--with-multilib-list=default
    default multilibs

--without-multilib-list
--with-multilib-list={<blank> | no}
    disable all multilibs except for any secondary endian library.

--with-multilib-list=LIST
    no change to current behaviour
