[wwwdocs] remove ftp.softaplic.com.br from mirrors.html

- Subject: [wwwdocs] remove ftp.softaplic.com.br from mirrors.html
ftp://ftp.softaplic.com.br has not allowed anonymous logins for a while,
so we have to remove it. (In any case, this only carried releases, not
snapshots.)
