[xstormy16] fix non-building test harness file

- Subject: [xstormy16] fix non-building test harness file
The assembler no longer permits expressions that would require
relocations in .space. This patch changes it to be
position-independent - each chunk is padded to the right size, rather
than to an absolute address. OK?
